Men are not angels. That is not a theory. That is the record.
Rome did not fall because the climate changed. It fell when ambition outran law. The French Revolution started by cutting off a king and finished by cutting off its own. Different century. Same hunger.
The twentieth century kept the receipts. Lenin. Stalin. Mao. Pol Pot. Kim. Different flags. Same move. Take power. Claim you have fixed human nature. Then bury the people who prove you wrong. Communist regimes put tens of millions in the ground by execution, engineered famine, camps, and deportation. Scholars argue the exact pile. They do not argue that the pile is small.
The costume changes. Pharaoh. Emperor. Party secretary. The hunger for unaccountable power does not.
There is no utopia. Hardship is baked into every living thing. Agency comes in degrees. Drive cannot be issued by a ministry. A system that denies that is already lying.
James Madison said it without perfume in Federalist Number 51 โ February eighth, seventeen eighty-eight. He was not writing a slogan. He was defending a Constitution that assumed the worst about the men who would run it.
If men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controls on government would be necessary. In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.
Two jobs. Not one. Police the street. Cage the state. Most systems do the first and skip the second. Then they call the skip compassion.
Grade the machines by that test. Not by feelings.
Absolute monarchy. One man. No exit. A good king looks like a miracle. A bad one is a national sentence. Fails the second job by design.
Theocracy. Same failure with God as the alibi. Dissent is not error. It is blasphemy.
Fascism. State, party, and leader fused. Markets exist only as tools of the regime. It can pour steel and stage parades. It cannot tolerate independent power. Then war. Then wreckage.
Revolutionary socialism. Communism. The cleanest fail on the record. It promises to abolish the scorecard, then builds a ruling class that lives above it. Equal poverty for the many. Special stores for the few. Hold the people constant and change only the machine: South Korea versus North Korea. West Germany versus East Germany. Taiwan versus Maoโs China. Same blood. Different rules. One side produced food and longer lives. The other produced queues, informants, and walls to keep people in. That is not a narrative. That is the outcome.
Pure democracy. The crowd as king. No hard limits. A majority can vote itself the treasury and vote a minority into a cage. The founders feared that for a reason. When a faction captures the machinery, the ballot stops being a check.
Anarchy. Fails the first job. Private predators fill the vacuum. Men are not angels in the woods either.
Constitutional republic with property, trade, and exit. Not anarchy. Law. Contracts. Borders. Courts. Strong enough to punish force and fraud. Small enough that a bad private deal is not a life sentence. This is the design that takes both halves of Madison seriously. It still produces losers. It does not treat the losers as proof the house should be burned down.
Capitalism is not a constitution. It is a description of what happens when free people exchange, fail, and try again. Some fall through the cracks. That is real. It is not cruelty by design. It is the scorecard. Misery under markets is more often a failure of agency than a boogeyman. You want a different score? Change it in gradation. A cushion at the bottom. Less punishment for an early fall. Rip up the scorecard and you do not get angels. You get a new class of men who grade themselves.
Socialism points at the cracks and calls them the system. Then it installs rulers who never share the cracks. That is not mercy. That is another lock on the same door.
Utopia is the tell. Anyone selling it is selling a cage with better lighting.
The goal is human flourishing. The floor is imperfection. Cage the governed. Cage the government. Anything that refuses the second job is not kindness. It is a bid for the keys.
Accountability. Assimilation. Allegiance.
Practiced permanently, prudently, pragmatically.
